On the political level, Vietnam obtained a mode with single party, based on the "democratic centralism" principle and the leader role of the Party on the State and the society .

The Communist Party counts 2,5 million members. The diagram of the central State, with its distribution of competences between the government, the National Assembly and the courts, is reproduced at the local level. Each administrative level has its executive (Popular Committee), its assembly (Popular Council) and its court. The national unit, political and social stability, the requirements of safety as well as the law are called upon by the authorities to explain the maintenance of the restrictions on freedoms.
